The Integrar for Tourism Programme is an intensive vocational training programme designed to support the welcoming, training, and professional integration of migrants, applicants for and beneficiaries of international protection, and beneficiaries of temporary protection, within the tourism sector in Portugal.
The Integrar for Tourism Programme is an initiative resulting from a partnership between Turismo de Portugal, I.P., the Agency for Migration and Asylum Integration (AIMA, I.P.), the Institute for Employment and Professional Training (IEFP, I.P.) and the Portuguese Tourism Confederation (CTP).

- To contribute to the improvement of integration conditions of migrants, applicants for and beneficiaries of international protection, and beneficiaries of temporary protection, and to prepare them for integration into the tourism, hospitality, and catering subsectors, positioning Portugal as an international reference in the reception of migrants and refugees;
- To promote the development of professional competences among migrants, applicants for and beneficiaries of international or temporary protection, enabling their integration into tourism, hospitality, and catering companies, through practical training methodologies learning by doing, including technical and operational training, sociocultural training, acquisition of Portuguese language and cultural knowledge, and development of soft skills adapted to the national context;
- To foster labour market integration programmes, in cooperation with business associations and enterprises, aimed at facilitating the professional integration of the aforementioned target groups;
- To contribute to corporate social responsibility within the tourism sector and to workforce development, thereby reinforcing the sector’s contribution to a more equitable and inclusive society.
Objectives
- Holding: EU Residence Card or Certificate of Residence; Residence Permit; Temporary Protection Certificate; Temporary International Protection Residence Permit; Proof of Submission of Application for International Protection; Other valid document proving regular status in the national territory.
- Be of legal age;
- Not be enrolled as students;
- Not be retired or in an equivalent situation;
- Be unemployed or engaged in occasional or temporary services without a subordinate employment relationship;
- Have their tax and social security obligations duly regularized.
Requirements
Migrants—third-country nationals holding valid documentation proving legal residence in Portugal; or
Applicants or beneficiaries of international protection—individuals who have applied for or been granted refugee or subsidiary protection status under Law No. 27/2008; or
Beneficiaries of temporary protection—individuals granted a temporary protection certificate.
Target audience
The Programme includes vocational training courses in hospitality and catering, divided into two components that together aim to promote the reception, qualification, and professional integration of participants:
Sociocultural and Technical Training:
- An initial training component delivered by the network of Hospitality and Tourism Schools of Turismo de Portugal, I.P., lasting 3 months and approximately 330 hours;
- A supplementary training course aimed at enhancing employability, delivered by the network of IEFP, I.P. centres, lasting 30 hours;
Work-based Training/Internship: providing practical learning in a work environment, to be carried out in the hospitality and catering sector, over a period of 3 months, totalling between 420 and 480 hours.
The Programme also includes training initiatives for tutors and mentors in participating companies, delivered by the Turismo de Portugal schools network and IEFP centres, contributing to the success, professional and personal development during the internship period.
